Here is the Reason: Condor Mini Plus doesn't decode all parts of the key because the key is not tightened correctly.   Solution: Move the key blade slightly outward (esp. the marked part) and decode again.   Here is a review from GUGG: VVDI PROG does not work with TB28F400B5B microchips. It erases them but does not write. The new VVDI MULTI PROG with VH30 Adapter that is specifically for these chips will work. TB28F400 installed. MULTI PROG reads VOLVO S80 TB28F400B5B. In the settings we can select erase and verify or not. Load a new file. Write data into chip. We save it and make a comparison. Files are identical.
